Job Description

The Director of Finance is a full-time, permanent position responsible for the financial accounting and business operations of the Pacific Opera Victoria Association and Foundation. Reporting to the CEO, and a valued member of the senior leadership team, they act as a trusted advisor to the organization on financial matters. They supervise the accounting functions of Box Office and Development staff; and manage third-party contractors including a payroll service, commercial banking, investment managers, and an audit firm.

ROLES AND RESPONSIBILITIES

Financial Accounting and Reporting -

·       Maintain accurate accounting records and prepare monthly financial statements.

·       Develop and maintain financial accounting systems.

·       Conduct bookkeeping functions including maintenance of the general ledger, accounts payable, accounts receivable and payrolls.

·       Prepare Bank reconciliations for operating, credit card and investment accounts.

·       Ensure that capital assets are properly recorded and amortized.

·       Ensure endowment and other restricted funds disbursements comply with agreements.

·       Review internal controls and financial processes to identify improvements.

·       Manage cash flows for operations, cash on hand for liabilities and investment of excess cash.

·       Prepare audit working papers annually for Association and Foundation.

 

Banking and Investment Management -

·       Manage relationships with bank and with investment managers.

·       Renew banking and investment management agreements as required.

·       Track investment transactions and performance, and report activities.

·       Report to key external funders regarding investment returns and disbursement of funds.

·       Complete annual Canadian Arts Data (CADAC) financial filings, statutory and ad hoc sectoral surveys.

 

Payroll -

·       Liaise with the Payroll service to ensure that employees are paid in a timely, accurate manner.

·       Ensure union dues, employee insurance, benefits, and RRSP contributions are processed accurately.

·       Maintain employee records and other pertinent personnel data.

·       Negotiate and manage employee insurance and benefits plans.

·       Process and submit statutory and benefits remittances on time.

·       Issue annual T4s and T4As and other CRA documents as required.

 

Compliance to Laws and Regulations -

·       File annual Registered Charities Returns with CRA.

·       Monitor changes in the BC Society Act and assess impacts on the organization.

·       Ensure compliance with indirect tax regulations, including GST and PST, and payroll statutory remittances

·       Maintain all legal records and correspondences with legal counsel when required.

 

Board and Committees -

·       Prepare materials, coordinate, and plan monthly Finance Committee meetings.

·       Present monthly financial statements to the Finance Committee.

·       Present financial statements and investment returns to Foundation meetings quarterly.

·       Attend regularly scheduled Board, Foundation, Finance Committee meetings and AGM.

 

Privacy and Information Technology -

·       Act as Privacy Officer, ensuring organizational compliance with current legislation and policies.

·       Implement procedures to ensure that personnel and financial information is properly secure.

·       Liaise with IT Consultant and IT Security Consultant.

 

 

COMPETENCIES AND QUALIFICATIONS

Qualified applicants will demonstrate -

·       Chartered Professional Accountant (CPA) designation or equivalent.

·       Five years of senior management experience in a nonprofit organization or equivalent.

·       Up to date technology competencies including business accounting software (eg. Sage Accounting, advanced Excel), payroll services (eg. Ceridian) and video collaboration tools (eg. Teams, Zoom).

·       Proof of vaccination against COVID-19.

·       Eligible to work in Canada by holding Canadian Citizenship, Canadian Permanent Residency status or a valid Canadian work permit.
